Implementation Procedures for Mandatory
Drug Testing
Distribution of
Policy
The District shall provide each parent and student a copy of the drug-testing policy and consent form at the beginning of each school year or upon enrollment in the district.
Consent
The students shall be required annually to sign a consent
form agreeing to be subject to the rules and procedures of the drug-testing program. If the student is under the age of 18,
the student’s parent or guardian shall also sign a consent form. If appropriate consent is not given, the
student shall not be allowed to participate in extracurricular activities.
Listed below are the drugs that will be detected by the test:
Amphetamines
Cannabinoid (Marijuana)
Cocaine
Opiates
If the participant (student or employee) has been or is presently on medication, he/she must present a written notice from a physician so stating prior to the test.
The parent and/or guardian and the student will be required to sign a written approval prior to the test or be excluded from the program(s).
If the student’s test indicates positive results, the following action will be taken: An initial positive test shall be confirmed by a second test before being reported as positive.
Random Testing
Random tests shall be conducted on as many as 12 dates throughout the school year.
No less than 5% and no more than 25% of the students participating in the program shall be randomly selected for each random test date.
The drug-testing laboratory or designee shall use a random selection method to identify students chosen for random testing. Students shall not receive prior notice of the testing date or time.
First Offense
Confirmed
1. Notify parent/guardian
2. Suspend student from activity for one (1) day or as long as necessary and require parent(s) guardian to come to school for a conference with the principal.
3. Athletics: Student is suspended from participating in athletic practice after school and games for the remainder of that sports season and must submit to and re-test negative before being allowed to compete in the next scheduled sports season.
4. Band: Student is suspended from participating in the Band program until end of current semester and will be retested.
5. Other Extra-curricular Activities: Student is suspended from participating in other extra-curricular activities until end of current semester and will be retested.
Second Offense
1. Notify parent/guardian.
2. Suspend student from activities for one (1) day or as long as necessary and require parent(s)/guardian to come to school for a conference with principal.
3. Athletics: Student is suspended from participating in athletic practice after school and games for the remainder of that current school year.
4. Band: Student is suspended from participating in the Band Program for the remainder of the current school year.
5. Other Extra-Curricular Activities: Student is suspended from participating in other extra-curricular activities for the remainder of the current school year.
6. The District shall notify the parent and student of drug and alcohol abuse prevention resources available in the area.
* Options - Students may choose to take a lie detector test
Third Offense
1. Notify parent/guardian.
2. Suspend student from activities one (1) day or as long as necessary and require parent(s)/guardian to come to school for a conference with principal or Athletic Director.
3. Athletics: Student will be suspended from participating in the athletic program for remainder of the current school year.
4. Band: Student is suspended from participating in the Band Program for the remainder of the current school year.
5. Other Extra-Curricular Activities: Student is suspended from participating in other extra-curricular activities for the remainder of the current school year.
6. The District shall notify the parent and student of drug and alcohol abuse prevention resources available in the area.
Consequences of positive test results shall be cumulative
through end of the current school year or current semester. Retesting
If the student wishes to return to participation in extracurricular activities, the student must be retested at the end of the period of suspension and have a negative test result; the student shall be retested on the next random test date.
Confidentiality
Drug-testing results shall be confidential and shall be disclosed only to the student, the student’s parents, and designated District officials who need the information in order to administer the drug-testing program. Drug test results shall not be maintained with a student’s academic record. Results shall not be otherwise disclosed except as required by law.
COLLECTION PROCEDURE
Personnel
from the drug-testing laboratory shall collect urine samples under conditions
that are no more intrusive than the conditions experienced in a public
restroom. When selected for
testing, a student shall be escorted to the school’s testing site by a
District employee and shall remain under employee supervision until the student
provides a sample. Samples shall be
produced by a student from behind closed restroom stall. A District employee shall be present
when any samples are collected.

Upon arrival at
the collection site, present your identification to the collection monitor, who
will then give you a specimen collection package.
2.
Remove any
unnecessary garments such as coats, sweaters or jackets, and leave purses,
books or packages with the collection site monitor.
3.
Please list all
medications, prescription and non prescription, which you have taken
over the
past 30 days. (You may use the
brand name of the drug, such Bayer aspirin or
Benadryl). Please print all information.
4.
Wash and dry your
hands and then remove the cup from the collection package.
5.
Enter the
urination enclosure or restroom stall.
6.
Urinate into the
cup filling it as least 2/3 full.
7.
When you have
obtained a urine sample, leave the toilet and hand the sample to the collection
monitor.
8. Give
the specimen to the monitor who will see that it is given to the
laboratory for analysis.
9. Wash
and dry your hands.

We, or I, the parent(s) and managing conservator(s) of
said child, give consent to collect and have tested a sample of urine to
determine whether or not the child’s system shows freedom from drug
use. As partial consideration from
such testing, will release the WRCCISD and the testing center, from any
liability and agree to indemnify and hold harmless these from any claim which
might be made by virtue of such test and the results thereof.
The test will not be given to a student under 18 years
of age without the consent of both the student and parent/guardian.
As the parent/guardian or said child, I will abide by
the policies set forth in the student handbook concerning extra-curricular
activity and will not willingly allow my child or any underage child in my
presence to partake of any drugs or alcohol.
